I find it necessary

to warn you, however, that although

every

endeavour will be made to ensure the

negotiation of some satisfactory arrange-

ment, I consider it not improbable that

in the course of negotiations the Chinese

authorities will raise greater difficulties

in the case of British protected persons

than in the case of British subjects. It

would be of assistance to me, therefore,

if you would consider the proposals from

this aspect, and would furnish me with

your suggestions as to how the minimum

requirements of the Malay States' Govern-

ments could best be met
